Well, here in Brazil I just came to the info that this guy is know for being rich and flying his S800 over tons of people... so its not the first time that he is over thousands of people. Many people are already talking a way to ban him from some local flight clubs here.
There is some law being talked, but a lot slower than we need. So right now you can just buy a US$20K octo, learn how to fly in 5 steps, via internet, and go try to profit. Like in another places, there is (i'm not kidding) a TON of people with multirotors faking to be "directors" people that NEVER used a home camcorder before but suddenly finds that he is capable of filming with a 5D. A tragedy WILL happen, its just a matter of time... sad, but true.
