Something wasn't right in the height or width measurement. So I went back and remeasured. Came back with 0.157 (3.9878 mm) Poor lighting, Been a while since I've used a micrometer and aging eyesight and lastly I'm human. Steve

This sounds a lot like another hobby activity I do, Mineral prospecting. Enforcers come up with what they think should be enforced. If law enforcement tells you to stop you should stop. However they need to back up the why with an actual law,ordinace, regulation etc.... Do your home work...
