Are you switching between one and two packs and adjusting the AUW appropriately? You have it set to "including Drive" so it won't automatically recalculate the weight as you have it. Best is to subtract battery, ESC and motor weight from your current AUW, then set that top line to that weight...

I think a part of the sluggish behaviour will be down to the diameter - 133cm motor-to-motor! That's quite a size! Yaw authority, I'm guessing, is "not too good"? Roll/pitch responsiveness is "lazy"? Personally I'd lose four arms and go X8. I don't think you'll cure the problem with smaller props.
