One rotor stops before other when throttle is turned off.

What does it mean when you turn the throttle off and one motor stops immediately and the others just spin to a stop? Could that motor be bad? or harder to turn?

what kind of copter? what motors? is it always the same motor that stops first?

Sounds like your escs are programmed differently. Motor stop/brake engaged on one and not on the others.
Program/set up all your escs with brake on or off. I think "on" is the preferred setting for multicopters.
