What order power up/down with GS Data Link?

What is the best way to power up and down everything when using the Data Link with a PC, with an iPad? Also, when using this kind of a set up, is it necessary to have your Tx on when you power up the MR (I'm guessing not unless it's tethered as a joystick)? If the ground station app on iPad or PC is open and the ground end is powered on, is that the same as having your tx on before powering on the mr?
