Two new mini-OSD and BOTH don't work

Ok,
How difficult can this be? You have video in, and video out. First my electronics experience....my last big trouble shooting exercise was board level troubleshooting using a scope and schematic on a 20 vacuum tube amateur radio transceiver to locate two failed ceramic capacitors....so I know what I am doing around electronics.
Symptoms: Video from the camera is transmitted fine. It goes through the NAZA but there is no on screen display. Nothing. Green light flashes on the mini-OSD, the mini-OSD utility finds it and indicates I am using the latest software.
What was tried:
Removing the video in and out ground. No change.
Connecting only the video out from the mini-OSD: No signal at all. Therefore, the miniOSD is not outputting any signal even if there is no video input. It should. Tried the same thing with using the video in wires in case I made an error in the cable. No difference.

Bought another mini-OSD and tried again. Exactly the same behaviour!
Camera: RMRC-600XV 600TVL WDR CCD (NTSC
Transmitter: 900 mHz 200mW Readymade RC.
Monitor: Tried two different setups completely.
I have read countless threads on the miniOSD and many people point out the high failure rate. Some people even bought two and had BOTH be bad.
Any ideas?
