Which one is the better option for surveillance quadcopter or hexacopter???

Depends on what you want to do.
What devices do you want to carry? How heavy are they? How long flight time do you need? How portable do you want it?

There is no best or better. There is only the most appropriate configuration for what you want to achieve. And even then it will debatable.
