here's my budget, can you make suggestions?

I have a budget of 1300 USD (or 1000 EUR) to purchase a multicopter, or helicopter. Whatever you can suggest.
I need it to have all the latest features of the modern multicopters, like GPS, return home, hold position, intelligent orientation, etc.
I need it to be able to hold it's position during strong winds, it has to be fast (faster than a DJI Phantom) and it must have a long range FPV of at least 2 kilometers. (1080p/30fps)
Is there something that will do all these straight from the factory, as an RTF product? I know that you must be thinking a tweaked Phantom 2 vision +, but I need to know if I have other options for this budget.
I'm also open to helicopters, it doesn't have to be a multicopter, if you think it can cover my requirements.

If you want faster than Phantom, then I think you need to build it yourself. If you're doing video then you're going to need some sort of gimbal to get usable video. And gimbals can get expensive quick. You're going to need a radio, VTx, VRx, lipos, charger - this stuff gets expensive pretty quick. Even if you're going to use a Phantom 2+, then you'd need to mod it to do long-range FPV which costs some dough. You'd have to upgrade the VTx/VRx and Radio. d
