What is a tight budget for Drones? You might look for something like the Phantom 3 Standard would be a good start or if you have a gopro or willing to get our own gopro, a Blade Chroma with no camera can be had at a reasonable price I would think.

I am not familiar with the Iris, but with 3DR you will probably have more room to grow. The blade may or may not be simpler to get up off the ground and flying, Horizon is usually pretty good at that in my opinion. 3DR's autopilot is a favorite among many people here I believe though I have not used it.

3DR is pretty much out of business, so I wouldn't suggest getting started with any of their products.

Do you want to do their professionally or just as a hobby?

The 3dr iris is hardly a starter quad, though with GPS it could be easyish to fly.
