So the law says that drones under .55# do not need to be registered. It also says that you need to register to use a drone commercially. So if your drone is under .55# can it be used commercially without a license?

No. If you get paid to fly you or someone in your employ must be a licensed pilot as per FAA's Small UAS Rule part 107.
