Gary, I can't seem to find anything on the NTSB getting involved in this. You mention that they have 'opened a docket' but there is nothing on the NTSB site in that regard.
I think the first one really depends on whether any of the ships are emitting signals. You can ask but may only find out the real answer by doing a test flight. Unless you know someone who has a portable spectrum analyzer to help you out.

you didn't mention which transmitter you are using. Could be the trim has been bumped, or with some transmitters you can calibrate the sticks for center position.
