Problems with connecting BT LED and IPad 3

I´m not able to connect my IPad3 (BT 4.0 and IOS 7.xx) with the BT LED.
Have tried almost i know. The IPad3 is still searching but can´t connect.

Any ideas what i can do?

Turn on BT and then open the app. The app makes the connection not the device.
