Building a budget fpv quadcopter

Hi, I'm trying to build a low budget FPV quadcopter for a friends birthday, and maybe a second one for myself but I don't know if I'll enjoy it enough to make it worth it, my friend sure will though.

But it's over 300euro so I thought I should ask around whether it would actually be able to fly. I was hoping for a range of 1km, maybe 2 on a good day.
I also considered just buying the parts for the quadcopter and leaving the FPV for later, I red that you have to learn to fly without fpv first anyways.
I want to make a RTF package for him for his birthday, it's only in September so there's no rush but if it could be ready sooner that would be nice of course so he can enjoy it longer while the summer is still around.
