If the prop or nut threads on CW looking at the motor from the top, then the motor should turn CCW. If connect the prop directly with screws, then it doesn't matter.

Unless I am mistaken, any new rules won't take effect until Jan 31, 2017. FAA regulations are under title 14 of the CFR, which gets published Janurary 1 each year. Regulations cannot go into effect for, at minimum, 30 days from when they are published.
