So a friend of mine has a building company that works out of Atlanta. They have a bunch of small cites all around the city and surrounding area so he has a lot of stuff scattered around that he has to keep up with. I did some research on drones for him but it don't know where to go from here. I know even the higher-end quadcopters only ranger 7000+- meters which won't do the job. Where/ what should I start looking at if I need a drone/ plane that can range 40-50 miles and can take clear pictures or give a clear video feed of landscapes or houses?

This is not simply an issue of BYLOS. Even if that weren't an issue you have not defined the requirement nearly enough to come up with a solution. If you were thinking you could do this with a quad and a GoPro, that ain't gonna happen.
We've done quite a bit of this sort of thing and the logistics of it are not easy. This sort of thing is still a couple of years away.
