The start up sequence will not complete if the configuatoon is not correct.

They will not arm without completing the start up sequence with Naza.

It sounds like a configuratin problem. Could be with x1 x2 and x3 ports. On the Phantom x1 and x2 are to the reciever and x3 goes to the power distribution board, EXP is to the GPS.
